The Reason for a Scenic Flow Adaptive Management Plan

During the approval process for the Umbata Falls Hydroelectric Project, Umbata Falls Limited Partnership (UFLP) made a commitment to develop and implement a Scenic Flow Adaptive Management Plan. The Plan will monitor public reaction to the agreed upon scenic flow (6 m3/s during daylight hours between May 15 and September 15 from facility start-up to 2013) and determine the need for follow-up actions. The Plan would also attempt to obtain comments from a wider audience regarding the UFLP development on the White River and any potential influence the development may have on the public’s selection of destinations.

The Plan will provide the basis for decision-making regarding the need for any future changes at the site. Options that may be explored pending the results of the data collection process include, but are not limited to:

  • Increase or decrease in the amount of flow over the falls
  • Modification of the crest of the falls to spread the flow over the width of the crest, and
  • To vary the flow between active viewing and non-viewing periods (for example, increase the flow during visitation periods through activation of a remote sensor, flow would be lower at other times when no one is present).
